As part of ‘Blue Green Movement’, CEC is creating awareness and supporting the community in select villages of Tamilnadu, to go for construction of toilets in order to ensure their village is open defecation free. In these selected villages, CEC .provided funds to the beneficiaries selected under ‘Swachch Bharat Scheme’ to take up the construction of toilets without waiting for government’s subsidy. The modus operandi of funding by CEC is to provide funds to one group of beneficiaries selected under ‘Swachch Bharat Scheme ‘and they will take up the construction work immediately, as the subsidies will be released by the government only after the completion of the toilet. In turn the beneficiaries will pay back the funds to CEC as soon as they get the subsidies from the Government. The money received from these beneficiaries will be given to another group of beneficiaries for constructing toilets in a revolving manner. In this manner the funds will be extended to all the beneficiaries till the selected villages become open defecation free This revolving fund was provided to the community without any interest and CEC has so far constructed more than 300 toilets in ‘Acharapakkam and Maduranthagam’blocks of Kancheepuram district in Tamilnadu. The CEC’s learnings from this project is that, if funds are available more number villages could be covered so that more number of villages can be made open defecation free. Hence this proposal is mooted out to get the funds for taking up in a large scale with the aim of making the selected villages become open defecation free.
