Human development is substantially dependent on availability of water and the delivery of public services. The present century is predicted to be the century of water wars. The looming water crisis poses several challenges for water and food security. Despite years of investments and latest technologies, sustainable service in the water sector still eludes. A recent subtext of the governance debate has been the arising volume of voices demanding effective service from public organizations. While the officials of public organizations are rich in experience, issues of attitudes, perspectives and culture need to be addressed to ensure effective service.
